SECURITY AND THE LICENSED TRADE

It is widely accepted among Publicans that the Licensed Trade suffers heavily from loss­es arising from poor or weak security systems. The goods sold by Publicans, Hoteliers are inevitably consumer oriented products which easily become a target for all sorts of misappropriations. In addition the vast majority of instances, the Licensed Trade involve the handling of large amounts of cash. This provides a lucrative incentive to all involved to commit fraud. In the Licensed Trade there is a vast army of people who during a year constantly pass through the traders premises. These are the delivery personnel, the van salesman, the sales representatives, merchandisers, cleaners, decorators, plumbers, electricians, the list is endless. After these there is the publican's staff and his numerous customers, you have an immediate problem to ensure that your goods when they leave your premises are properly paid for.

It is the recognition of this human element that creates the basis for an effective security policy. If a carton of brandy or liqueurs is placed in a cellar and no people have access to it then the goods will remain untouched. On the other hand if numerous people fulfilling various roles have free access to the area where the merchandise is placed then security of the goods is an obvious risk. Security therefore must primarily concern itself with people and not, as many would think about the actual goods. Of course, apart from the threat of interference from people the merchandise is exposed to other risks such as fire, flooding and perishability (such as food). These are threats which a security system must also take into account.
